Abstract

There is a growing dissatisfaction with the American health care system that results primarily from the problem of the uninsured. This problem threatens not only the health of the uninsured, but also the health of our hospitals and ultimately of all Americans. There is a growing support for a universal health care plan, but less support for new taxes to pay for such coverage. One method to pay for universal health care may be to use the proceeds of a national lottery. In addition to possibly being more politically acceptable, there are a number of specific benefits that may follow from such a plan.
