The ICN's position on opposing war is an unqualified condemnation of war as the discipline of choice to settle religious, economic, and political disputes. The ICN does not demand allegiance to its position and has no punitive power to ensure compliance.
Make no mistake about it, Mullen's position is profoundly political, profoundly biased, and, I believe, profoundly mistaken. In a world where war is routinely prosecuted almost solely against civilians, for him to pretend that his viewpoint can or should prevail is almost too painful to contemplate.
