Abstract
Independence Care System is a New York State Medicaid managed long-term care program that provides specialized support to adults with physical disabilities and chronic conditions to participate fully in the community. Specific cases are used to present the challenges of providing complex rehabilitation technology to dually eligible Independence Care System members, those covered by both Medicare and Medicaid. The advantages and opportunities to be realized within a newly proposed fully integrated program, a single-payer plan, are presented.
